Towers Hall, built in 1871, was original know as the Ad (Administrative) Building, but was renamed in the 1950s. It was placed on the National Register of Historic Places on March 4, 1971. Otterbein University is a private, four-year liberal arts college in Westerville, Ohio. The university was founded in 1847 by the Church of the United Brethren in Christ. As a result of a division and two mergers involving the Church, the University has since 1968 been associated with the United Methodist Church. It has an enrollment of approximately 3,000, which includes both traditional undergraduate students and adult students enrolled in graduate programs or post-degree studies. The university is named for United Brethren founder Rev. Philip William Otterbein. Description: Dated February 17, 1940, this photograph shows Carnegie Library at Otterbein University in Westerville, Ohio, with a caption which reads "The Steel Kings Legacy." Otterbien was founded by Rev. Phillip William Otterbein, a minister in the Church of the United Brethren in Christ, in 1847. Due to church mergers, it became associated with the United Methodist Church in 1968. This photograph is one of the many visual materials collected for use in the Ohio Guide. In 1935, President Franklin D. Roosevelt established the Works Progress Administration by executive order to create jobs for the large numbers of unemployed laborers, as well as artists, musicians, actors, and writers. The Federal Arts Program, a sector of the Works Progress Administration, included the Federal Writers’ Project, one of the primary goals of which was to complete the America Guide series, a series of guidebooks for each state which included state history, art, architecture, music, literature, and points of interest to the major cities and tours throughout the state. Work on the Ohio Guide began in 1935 with the publication of several pamphlets and brochures. The Reorganization Act of 1939 consolidated the Works Progress Administration and other agencies into the Federal Works Administration, and the Federal Writers’ Project became the Federal Writers’ Project in Ohio. The final product was published in 1940 and went through several editions.
